Financial Transparency

The City of Farmers Branch strives to meet a high standard for financial transparency by providing citizens with clear, consistent pictures of spending and by sharing information in user-friendly formats.

Financial Summary
The following summary data is from the City’s Government-Wide Statement of Activities as presented in its Comprehensive Annual Financial Report for the period ending September 30, 2020. The Government-Wide Statement of Activities reports the results of the City’s operations based on the City as a whole and is separated between governmental activities and business-type activities. The government-wide financial statements are prepared using the economic resources measurement focus and the accrual basis of accounting, wherein revenues are recorded when earned and expenses are recorded when a liability is incurred, regardless of the time of the related cash flows.

The following per capita figures are based on the City’s 2020 estimated population of 41,848, which is an estimate provided by the US Census Bureau.

The budget is considered a financial plan, policy plan, operating guide, and a communications device for a City for a period called a “fiscal year.” The City’s fiscal year begins on October 1 and ends September 30. The budget shows proposed spending and revenue in broad categories by department and/or account type. This section also includes raw format budget data for the last three fiscal years.

Comprehensive Annual Financial Reports
The Comprehensive Annual Financial Reports provide a quantitative look at the operating success, financial health and compliance of the government reporting units. The report includes a balance sheet, a statement of changes in financial position, a statement of revenues and expense, and a comparison of budgeted to actual expenses and revenues.

Debt Information
The debt section includes summary information about the City’s outstanding debt obligations, descriptions, issue dates, total amounts, and maturity dates and the City’s pledge to post details related to bond elections and existing debt on our website.

Quarterly Financial Statements
Summary financial statements present the major operating funds of the City on a budget basis, which approximates a modified accrual basis of accounting, and includes information and analysis on City investments in accordance with the Texas Public Funds Investment Act. These statements are prepared as a tool for management to identify any trends that need to be addressed.

Bank Transfers
The bank transfers section provides summary information about wire transfers and Automated Clearing House (ACH) payments through the most recent quarter-end close. This report is presented as a supplement to the check register section in an effort to capture all payments incurred by the City during the month, as these types of payments are not made via a paper check.

Check Registers
The check register is a listing of all check payments incurred by the City through the most recent quarter-end close and includes payment date, payment amount, payee information, and check status.

Tax Information
The tax information section provides general information about the City’s various taxes (property tax, sales tax and hotel/motel tax) and how they are determined.

Public Information Requests
In an effort to enhance transparency and to streamline the process of public information requests, the City Secretary's office has launched an online public information request process.

Citizens requesting public information will now be able to enter their request online, monitor the request and download any responsive documents. This system will handle Open Records requests for all City departments. Although the system is designed to streamline the process for citizens, additional methods of filing Open Records requests will still be accepted. For more information, call 972.919.2520.

Additional method for Public Information Requests: submit a request to the City Secretary's attention by fax, email, mail or hand delivery to City Hall.

Per Section 552.003(1)(B) of the Government Code, judiciary records are excluded from the Public Information Act.

Financial Sustainability
The financial sustainability section presents the City’s progress in achieving awards for the financial information it presents.

Additional Reports
This section is designed to include reports that may be required due to legislation and currently includes the City’s annual report on Municipal Energy Usage, in compliance with House Bill 3693.
