What is an MS4?

A Municipal Separate Storm Sewer System (MS4) is a conveyance or system of conveyances that is:

  • owned by a state, city, town, village, or other public entity that discharges to waters of the U.S.,
  • designed or used to collect or convey stormwater (e.g., storm drains, pipes, ditches),
  • not a combined sewer, and
  • not part of a sewage treatment plant, or publicly owned treatment works (POTW).

Once a city or entity is in the MS4 program they remain in the MS4 program.  Operators of small MS4s that are fully or partially located within an urbanized area (UA)) as determined by the 2000 or 2010 Decennial Census by the U.S. Bureau of Census, must obtain authorization for the discharge of stormwater runoff and are eligible for coverage under the general permit. 

The City of Farmers Branch operates a Phase II, Level 2, small Municipal Separate Storm Sewer System or MS4.  As a designated small MS4 operator, the City of Farmers Branch must comply with the Texas Pollutant Discharge Elimination System (TPDES) General Permit TXR04000.
